Health and Digital Health

1. Connecting community clinics to the provincial health record

Challenge
Thousands of community physicians had no practical way to share patient information with the provincial electronic health record or to receive alerts when their patients were admitted to hospital or visited an emergency department.
What we did
Directed the design, contracting and province-wide rollout of a new information-sharing service, including vendor and service level management, privacy impact assessments, clinic change management and ongoing physician and executive engagement.
Result
The service reached more than 4,500 community-based providers and later supported electronic referrals. It earned a provincial Premier's Award of Excellence and a national health informatics award for innovation.

2. A province-wide patient panel registry and new payment model

Challenge
Government needed a reliable record of which patients were paneled to which physician or nurse practitioner, in order to move to a panel-based payment model.
What we did
Led the registry's rollout to clinics and its integration with payment systems, working with physician associations, regulators, health authorities and vendors.
Result
The new patient panel-based payment model was successfully implemented for physicians and nurse practitioners.

3. A provincial vaccine passport system delivered in months

Challenge
Government needed a public vaccine passport and QR code verification system on a very short timeline, aligned with federal standards for domestic and international travel.
What we did
Coordinated the program across government, health authority, federal and vendor partners, covering a citizen portal, a verifier application, privacy requirements and operational services.
Result
Delivered in record time, with no major project issues.

4. A first-of-its-kind secure messaging partnership

Challenge
Physicians needed a secure way to exchange patient information, and a medical association wanted to offer one in partnership with a private vendor.
What we did
Led the project from agreement to launch, including contract and service level development, product marketing and clinic adoption.
Result
Launched a co-branded secure messaging product, the first collaboration of its kind in Canada.

5. Managing a $65 million a year vendor relationship

Challenge
A provincial health ministry needed disciplined management of a master services agreement covering electronic medical record vendors serving community physicians.
What we did
Provided vendor management, service level definition and monitoring, data analysis and negotiation support.
Result
Stronger accountability and clearer performance reporting across $65 million a year in contracted services.
Municipal and Government Programs

6. Delivering the Municipal Sustainability Initiative, a multi-billion-dollar municipal funding program

Challenge
A long-term provincial program supporting infrastructure in more than 340 municipalities faced a growing application backlog and heavy paper-based processing.
What we did
Led a team reviewing and recommending more than 900 project applications a year, streamlined and standardized procedures, introduced application review guides and led development of an online application system.
Result
The historical backlog was eliminated, processing times improved, and the program kept delivering over $1 billion a year with clear accountability for audit.
Municipal and Government Programs

7. Designing a new climate-focused municipal grant program

Challenge
Government wanted municipalities to be able to access funding that reduced greenhouse gas emissions, but needed evidence of need and a workable program design.
What we did
Led a multidisciplinary team to prepare the Cabinet report and policy analysis, then guided program guidelines, application packages, evaluation criteria and stakeholder engagement. Contributed to a cross-government green infrastructure framework.
Result
The framework, covering an estimated $2.2 billion over four years, was approved by Cabinet and implemented.

8. Realigning the Alberta Community Partnership program with new legislation

Challenge
A program supporting regional cooperation among municipalities faced a smaller budget and upcoming changes to municipal legislation.
What we did
Led the program review, developed options and consulted municipal associations.
Result
Recommendations that aligned funding with the new legislation were implemented, and municipal association representatives gave positive feedback.

Independent reviews

We are often asked to provide a fresh, independent view. Examples include:

  • An investigation of a critical patient information system incident, with provincial recommendations
  • Reviews of health information programs for business value, contract risk and performance
  • Reviews of enterprise outsourcing proposals for government services
